Speaking during the opening of the Pearl of Africa Tourism Expo 2026 at Munyonyo in Kampala, Museveni questioned why tourists who are willing to spend money in Uganda should be limited to short-term visas that require frequent renewals.
According to the President, tourism remains one of Uganda’s key economic sectors and can help the country move toward higher middle-income status. He noted that visitors contribute significantly to industries such as hospitality, entertainment, ICT, transport, and local businesses.
Museveni specifically criticized the current practice of issuing short visas, often valid for only three months. He argued that tourists should instead be allowed to enter and leave Uganda freely for a longer period without repeatedly applying for new visas.
“Give him a three-year multiple-entry visa,” Museveni reportedly said while addressing tourism stakeholders.
The President also pointed out that countries like the United States issue long-term visas to Ugandans, questioning why Uganda should maintain restrictive visa conditions for foreign tourists.
Currently, Uganda offers multiple-entry visas valid for six months, one year, and two years through the Directorate of Citizenship and Immigration Control.
The proposed three-year visa would extend this arrangement further and could make Uganda more attractive to repeat visitors, investors, and long-stay tourists.
Tourism experts believe the proposal could strengthen Uganda’s position as one of Africa’s top travel destinations. The country is widely known for attractions such as mountain gorilla trekking, national parks, wildlife safaris, and cultural tourism experiences.
Museveni also encouraged international visitors to market Uganda to their friends and families, saying the country offers unique tourism opportunities that many travelers around the world are yet to discover.
If implemented, the new visa policy could simplify travel procedures, encourage repeat tourism, and increase foreign exchange earnings for Uganda’s economy.
